Keeping up with the dynamism and complexity in this space is beyond the ability of any single government office or even an interagency task force. It requires constant monitoring and frequent interaction by multiple offices within and across governments, as well as with the private sector. To help support bilateral information sharing on the topic, Jim Schoff of Sasakawa Peace Foundation USA will draw upon recent research and provide a wide-ranging update from Washington on the latest trends in US perceptions (Democrat and Republican) and policies regarding economic security, covering semiconductors (protection and promotion), resilient supply networks, countering economic coercion, and collaborative R&D in emerging technologies with select allies. Speakers Speaker: James L. SCHOFF (Senior Director of the “US-Japan NEXT Alliance Initiative” at Sasakawa Peace Foundation USA) James L. Schoff became senior director of the “US-Japan NEXT Alliance Initiative” at Sasakawa Peace Foundation USA in 2021, following nine years as senior fellow and director of the Japan Program at the Carnegie Endowment for International Peace. His research and writings focus on the nexus of traditional and economic security, as technological and geopolitical change challenge the US-Japan alliance. Prior to Carnegie, Schoff served as senior adviser for East Asia policy at the US Office of the Secretary of Defense, contributing to strategic planning and policy development for relations with Japan and the Republic of Korea. He also worked in Japan as Business Manager for a large construction and project management firm, Schal Bovis, and he was the Director of Asia-Pacific Studies at the Institute for Foreign Policy Analysis for seven years. Overall, Schoff’s career spans more than thirty years working in the fields of business, education, government, and the non-profit sector, all related to Japan, East Asia, and the US-Japan alliance. Some of his publications include “China and the New Role for Economic Security in the US-Japan Alliance” (Sasakawa Peace Foundation, April 2022), “US-Japan Technology Policy Coordination: Balancing Technonationalism with a Globalized World” (Carnegie, 2020), and Uncommon Alliance for the Common Good: The United States and Japan after the Cold War (Carnegie, 2017).
